I figured it out, Johnny is a Russian Spy. He is in fact not eating sugar, but U.S Intelligence. P.A.P.A is actually the Pacific Anit-Espionage Police Agency. He is laughing due to his pleasure with fooling the P.A.P.A. into thinking he is eating sugar. Johnny is an alias given to him by the K.G.B. since it is a common American name. His real name was released after the Cold War when is dissolution of the Soviet Union caused the leakage of several secret documents. His name was revealed to be Vadim Tarkovsky.
